FR. BERNARD E. TOAL was born on October 17, 1915 in Gloucester, New Jersey, USA. He studied in Silver Creek, Bristol and Omaha and was ordained on December 18, 1943 at the Cathedral of St. Joseph in Buffalo, New York.

Columban Lay Missionary Anna Noh Hyein, a Korean, has been successful in establishing a candle-making livelihood project in Novaliches at the Diocesan Shrine of Our Lady of Mercy. This gives hope, especially to mothers who find it very difficult to earn an income. On 6 May 2017 Light The Life (LTL) Candles celebrated its second anniversary and the birth of LTL Learning Center.
